Northwest of Mid-Lake Pavilion lies a green islet called Ruan Gong Mound, the smallest and latest in terms of birth among the three man-made islands in the lake. It was formed with the silt dredged from the lake under the supervision of the imperial inspector Ruan Yuan (1764-1849) in the 5th year of the reign of Jia Qing of the Qing Dynasty(1800). The islet was named in memory of him. Being a pile of loose soil devoid of any construction, the place preserves its natural beauty of greenery.

In 1982, the Hangzhou Parks Administration topped the islet with over 1,000 tons of earth as a foundation and built a Manor Submerged in Greenery, which consist of some 240 square-meter bamboo hall and pavilions. A couplet hanging in the Living-Room in Cloud and Water in this manor reads:" The place of interest was rebuilt amongst red lotus blossoms and green willows,Since time immemorial people have come to see the blue sky and bright moon."

The author of the couplet was Ruan Yuan himself who meant to dedicate it to Autumn Moon on the Calm Lake. He was not only an imperial inspector but a renowned scholar. Thus the place of interest by the name of Ruan Gong islet Submerged in Greenery became a new addition to the lake and it was chosen as one of the Ten New View of the West Lake in 1985.
