Located in front of Lushun Museum, it is surrounded by 78 old evergreen cypresses, standing in a cluster of green.  The cylindrical tower is built with snow marble to a height of 22.2 meters and of exquisite form.  Its foundation is laid on Feb. 23, 1955.  The foundation stone has the inscription of "Foundation of the Memorial Tower of Sino-Soviet Friendship" by Premier Zhou Enlai.  Attending the foundation ceremony are: Ms. Song Qingling, the Vice President of the People's Republic of China, Field Marshal Peng Dehuai, Field Marshal He Long, Field Marshal Nie Rongzhen, Guo Moruo, and Mr. Yudin, the Soviet ambassador to China.  Guo Moruo spoke on the foundation ceremony.  The foundation of the Memorial Tower of Sino-Soviet Friendship is built with snow marble in a square of 22 meters by 22 meters.  It is a dual-platform surrounded by sculptured stone railing with stairs on all four sides.  Peonies, flying pigeons, and clouds are carved at the top of the stone pillars of the railing, which are of Chinese artistic style.  There are four carvings at the bottom of the tower body, which are the Tiananmen of Beijing China, the Kremlin of Soviet Union, Angang Steel furnace, and the beautiful view of friendship farm and Lushun Port.  Twelve unique Chinese and Soviet people are carved.  At the tip of the tower, a blooming locus bearing Sino-Soviet friendship emblem and a pigeon taking off is carved on snow marble to represent the Sino-Soviet friendship and the unity of the people of the two countries.
