Ursprünglich hieß es das Capital Hotel.In den 1930er Jahren wurde es von Herrn Shaxun, dem Präsidenten der Jüdischen Vereinigung Shanghai während des Zweiten Weltkriegs, finanziert. Entwickelt von der damaligen Firma Gonghe, der berühmten Designfirma, diesem halbkreisförmigen konkaven Turm, mit seinem symmetrischen und dynamischen typischen Barockstil, zogen zahlreiche Berühmtheiten an.
